September 2003 Meeting Minutes
Location: Dixie Firehouse
Date: September 3, 2003
Time: 6:30 p.m.

Meeting Called to Order: 6:35 p.m.

1. Introduction of Board Members - Leslie Holvey-Linder.
*Introduction of attendees "round table".

2. Recap Board of Directors Meeting, Agenda: Fundraiser Ideas, August 5,
2003

3. Introduction of Gazebo Logo on Newsletter - Logo Designed by Carol
McLaughlin, newsletter by Sylvia Watts


4. Monceaux Road Construction Update - Rhonda Grammer

*Street Meeting held Tuesday, August 26, 2003, 6:00 p.m., corner of Olive
and Monceaux
*Commissioner Mitchell and Ken Rearden (City of WPB, Director of Public
Utilities) addressed homeowners
*Neighbors asked questions including:

Trash Removal - for now, trash will be picked up as usual, end of each
driveway.

Tree Protection - promised residents that greatest care will be taken to
protect and retain all trees.
Any damage to property or trees will be replaced at full replacement cost
and maturity of specimen at City expense.
(Residents submitted photos of Palm Beach Road Construction, utilizing
orange fencing around specimens and requested this for Monceaux Road).
Mr.
Rearden promised this replacement would NOT be limited to just 5 trees -
ALL
trees as required.

Trench Size, number, road widening - Mr. Rearden indicated that in
response
to early concerns, the City revised the method of digging the required
trenches, utilizing more efficient equipment, requiring more narrow and
shallow trenches. Two lines are being replaced - sanitary and water and
new
meter boxes. Monceaux will NOT be widened beyond its original width.
SANITARY: 9/2 - 9/26
WATER: 9/29 - 10/7 (Residents will be notified of any "BOIL WATER" orders)

Parking - initially, parking will continue in driveways. Should parking
be
required off street, residents will be advised.

Pollution Control Devices - Monceaux will receive 2 large devices in green
space.

Speed bump - Monceaux will receive a speed bump - no planters.

Completion Date - December 19, 2003.

Yard Encroachment - At a later date - not announced - side yards will be
trenched to "hook up" properties to the lines in the street.


5. Crime - Leslie Holvey-Linder

*Serious break-ins have occurred on Monceaux Road and south at
Potter/Olive
*Daytime break-ins mean serious criminals
*Community Safety Officers on BIKES are now patrolling our neighborhood as
undercover surveillance.
*Please report ALL suspicious activity, abandoned vehicles, or anything
that
just doesn't seem right.
"Better Safe than Sorry"


6. Treasurer's Report- Carol McLaughlin

*Approximately 240 houses
*21 individuals have donated
*Current account balance approximately $575.00, pending receipts for
reimbursement

7. "Harvest Moon" Fall Festival and Antique Auction - Rhonda Grammer and
Lori Starbuck

*Rhonda Grammer and Lori Starbuck are co-chairing volunteer committee to
organize this Fall event.
*Volunteer Meeting 9/9 at 6:00 p.m. at 334 Marlborough Road (Richard Brown
home)
*Ideas include: Celebrity Live Auctioneer, platters and steaming soups and
mulled wine by local restaurants, antiques by Dixie shops, late afternoon
to evening event, purchased ticket event
*Possible Location: Rockwell's home
*Possible Date: Thursday, November 13
*Concerns Expressed: Liability for alcohol - clarify. Clarify date of
Annual Antique Row Walking Tour - not to conflict?


8. Street Captains - Richard Brown, Lori Starbuck

*Richard Brown and Lori Starbuck will be coordinating street captains.
*Great way to personally meet your neighbors - stay in contact
*Unified Voice to address neighborhood concerns


9. Website - Bill Gearhart

*125 hits per month
*PLEASE submit information: garage sales, babysitting, jobs needed or
offered, something to celebrate, praise, learn, share!

10. Mayoral Summit - Leslie Holvey-Linder

*Leslie attended representing HPPMHOA
*Mayor Frankel would not acknowledge lack of services/improvements to
Prospect Park/Monceaux while carrying largest tax base.


11. Next Meeting: October 1, 2003

*Jennifer Jackson suggested written agenda to address with Commissioner
Mitchell (October Guest)
*Group agreed to come up with "3 Most Needed" list: Flooding, Lighting, ?
*Petition via street captains?
*Digital Photos in advance of meeting to support each item
