Meeting began at 6:30 p.m.
1. Guest Speaker, Arthur Bullard, Executive Assistant to the Mayor
*The former Neighborhood Liaison position has been deleted.
*Those duties are now combined with the role of Executive Assistant to the
Mayor.
*Mr. Bullard is the ultimate person to resolve neighborhood concerns.

*Mayor Frankel has implemented the "Call Back" program. Someone will
follow-up to ensure neighborhood satisfaction with solutions to concerns
expressed.
2. Welcome comments by President, Leslie Holvey-Linder.
*The Historic Prospect Park-Monceaux Homeowners Association has been meeting
for 6 months. It will be incorporated this week.

3. Officer Lobdell reviewed April Report, Calls for Service.
*Territory spans from Belvedere to 5500 Dixie Hwy (at Bunker Road)
*21 TOTAL Calls for Service, 13 of which were false alarms for security
systems
*2 crime calls, both on Westminster: burglary to a house, theft.
*2 suspicious car calls at Avila and Washington
*Tips for protecting person and property:
Don't let strangers or workers in your house
Don't leave anything in view in your car
*City of West Palm Beach does require alarm permit for home security
systems.

4. Dr. Sherry Piland, Historic Preservation Planner
*2 employees in the Historic Preservation Division, appointed by the Mayor.
If you choose to visit the office, please call in advance for efficient
service.
*12 Historic Districts are currently recognized, pending addition of one
more with Northwood Hills.
*Meetings are open to the public. Plans are available to be viewed before
meetings, call to coordinate.
*Preservation Division is involved with approval for new construction on
vacant lots within historic districts as well as established residences.
*History of Prospect Park:
Recognized as Historic Neighborhood in 1993 Developed in 1920 by Herbert
Krantz, an electrical engineer with Western Electric Co.
Brought neighborhood concept from his hometown, Prospect Park, NY to West
Palm Beach Characterized by curving streets, parks, fountains, and British
inspired street names The Krantz residence was 200 Argyle Road. It cost
$50,000 to build.

BEFORE work begins to qualify)

*"Contributing Properties" make up the character of the historic
neighborhood
*"Non-Contributing" are the "infill" houses within the boundaries of the
district. Even if houses are non-contributing, plans are still reviewed.
*National Register vs. Local Register, defined differences
*Airport Traffic/window replacement provision ends at Greenwood.
*House Plaques can be purchased through the office, $65.00 each.
Applications are on-line. *An individual house can be designated, even if
most of the houses in an area do not meet the criteria as a neighborhood.
5. Lori Starbuck, Picnic and street captain updates
Picnic in the Park:
*Picnic will be Sunday, May 18, 3:00-6:00, Petty Park. Bring picnic basket.
*Volunteers needed to set up, take down and bring desserts
*Great opportunity to come out and meet your neighbors
*Free beverages, face painting for kids, Raffle
Street Captains:
*Duties and lists are being finalized.
6. Bill Gearhart, Incorporation and Bylaws
Incorporation:
*Incorporating HOA as 501C, not for profit, Federal Tax ID.
*Membership will be on donation basis
*Moving to Quarterly meetings after June meeting
Bylaws:
*Will be reviewed at the next meeting.
