March 2003 Minutes
Monthly Meeting Minutes - March 5, 2003
Location: Fire Station, 4301 S. Dixie Highway, and Community Room Time: 6:30 p.m.

MINUTES:

Meeting began promptly at 6:30 p.m.

1) Welcome comments from Leslie Linder.

2) Introduction of Mayor Joel Daves.

The Mayor expressed support and enthusiasm for the formation of our Neighborhood association. The city will be its best with all neighborhoods communicating in this manner. Mayor Daves retired from the meeting to go on to attend a Neighborhood Meeting in RiverWalk.

3) Formation of Officers.

4) Street Captain Volunteers

It was discussed how many people from Monceaux have volunteered to be street captains, it was decided that these volunteers will be used as surrogate street captains for other streets until a time when we have volunteers from the actual street Volunteers live on. Lori Starbuck will organize this program and Street Captains will be announced and posted on our web site.

Additional volunteers who came forward at this meeting: Tom Daly, Richard Brown, Sylvia Watt

5) Crime Watch

Leslie has urged everyone to report anything that is seen or heard that is out of place. This can be passed along to protect others.

The Monceaux residents who were invaded by a Mr. William Healey on Christmas day, have pressed charges and the outcome is still pending. We ask for residents to support the court watch hearings to reinforce to the judges these repeat criminals go in front of hat we as tax payers want the courts to maintain high bails and keep repeat offenders such as Mr Healy in jail and off the streets.

Mr. Healey is a repeat offender, particularly in Northwood and our neighborhood. He enters homes through unlocked doors, even when residents are at home. Part of his approach is to also to engage residents in conversation, even in their yards. Keep your eyes open for similar criminals!

A car was stolen near the apartments on Marlborough.

An 18-year old was observed checking cars on Roosevelt.

6) Over the next month the following goals were set to be completed:

Administration –Bill Gearhart: Draft Incorporation and Bylaws. Set up PO Box (Bill will coordinate with area association to help expedite the process)

Carol McLaughlin: Establish bank account once the PO box has been set up. Association memberships or donations will be deposited as soon as the account is established.

7) Social Events

Volunteers were called upon to help organize the upcoming "Picnic in the Park" at the Petty Park along the inter-coastal. Possibly April?

7) Suggestions for Future Monthly Meetings:

It was suggested to take turns holding meetings in personal, private homes rather than in public facilities. This will be voted on via the Internet and results will be shared.

8) the top three issues of interest according to our last survey that neighbors want to work on are Crime Watch, Communication, Social Events. The fourth issue was historic status for Monceaux and the impact historic status has on controlling airport growth. It was decided buy the group to stick with the top three issues at this as there is concern that taking on too much to fast will not be “doable”

9) Acknowledgments:

It was discussed to send cards acknowledging special occasions for residents such as birth of new child, thank-you cards, etc. Leslie will coordinate a card to be sent to the couple who just had a baby on Marlborough.

10) Our next meeting was scheduled for the day before the Monceaux Park Planning meeting that is to take place at Howard Park at 6:30. As it was decided to be such an important issue and time is precious to all, the group decided to combine our association meeting on the same night as the Park planning meeting and will now take place ½ hour before the park meeting starts. All resident will be kept up to date on this meeting time and place but at this time it is scheduled for 6PM April 3 at Howard Park, all resident are then asked to stay for the Monceaux Park Planning meeting.
